Determine what, if anything, Manager level users are allowed to do in terms of creating their own ILT Programs, Sessions, and Facilities. 

If managers do not have permission to create their own ILT Programs, they will not have access to Learning > Instructor Led Training at all.  

Regardless of what permissions are granted to Managers, they will not have access to edit Default Settings, Manager Permissions, Virtual Classrooms, and other top-level settings.
